Participant-First
Every partnership decision is evaluated against its impact on participant outcomes — completion, certification, and employment.
Compliance by Default
WIOA, DOL, ETPL, and FSSA requirements are built into every operating agreement. Partners are not responsible for navigating compliance alone.
Shared Accountability
Outcome data is shared with all partners. Elevate publishes completion, certification, and placement rates publicly.
Transparent Financials
Funding flows, ITA amounts, and employer contributions are documented and available to authorized partners.
Partner Types
Approved training organizations that deliver instruction under Elevate's ETPL-listed programs. Must meet curriculum, instructor, and facility standards.
Employers who hire graduates or host registered apprentices. Apprenticeship sponsors must meet DOL RAPIDS requirements.
WorkOne centers, FSSA offices, and other workforce agencies that refer participants and co-fund training through WIOA, WRG, or SNAP E&T.
State agencies, DOL, and oversight bodies that monitor ETPL compliance, WIOA performance, and apprenticeship standards.
Reporting
All partners receive access to outcome data relevant to their role. Elevate publishes aggregate performance metrics publicly.
Completion Rates
Program completion rates by cohort, funding source, and partner.
Certification Pass Rates
First-attempt and overall pass rates by certifying body and program.
Employment Placement
90-day and 1-year employment and wage outcomes for program graduates.
